Inequalities amongst rural areas induced by our developmental interventions could jeopardize efforts of all stakeholders, and fail all the investments made by national developmental plans; when disparity management approaches get underestimated. The main purpose of this study was to investigate levels of development (equality/inequality) across Hamadan rural areas to understand how fair and balanced these areas had developed from 1996 to 2006. A numerical taxonomy analysis was selected to investigate levels of development in rural areas of Hamadan based on five groups of indicators. Data revealed that Hamadan rural areas had developed economic-wise with decreasing inequality indices; while had shrunk agriculture, education, infra-structure and health-wise, and mostly associated with increased level of inequality. At the end, least developed areas were thoroughly identified and introduced for elaborately designed interventions of the future.
